Staying 100% Road-Legal: The UK EAPC Rules Explained

You do not need a licence, road tax, or vehicle insurance to ride an electric bike on UK roads and cycle paths, provided the bike meets the government’s Electrically Assisted Pedal Cycle (EAPC) regulations.

To be completely legal on British roads, an e-bike must meet three strict criteria:

  • 250W Maximum Continuous Motor Power
    The electric motor must have a maximum continuous rated power output of 250 Watts. (Higher power motors like 500W, 750W, or 1000W are classified as motorbikes and require vehicle registration, tax, insurance, and a motorcycle helmet).
  • 15.5 mph (25 km/h) Electrical Cutoff
    The motor assistance must automatically cut off once the bike reaches 15.5 mph. You can pedal faster using your own leg power, but the motor cannot assist you beyond this speed.
  • Pedals Must Be Turning (No Full-Speed Throttles)
    The motor must only activate when the pedals are turning. Throttle-only bikes that power the bike past walking pace (3.7 mph) without pedalling are illegal on public roads without Type Approval and DVLA registration.
